1333.03  ENFORCEMENT.
   (a)   Inspection.  Inspection of residential rental properties or premises, shall be made by the Zoning Inspector or his Authorized Agent for the purpose of this chapter.
   (b)   Authority.  Where the Zoning Inspector or his Authorized Agent, after inspection of a residential rental property or premises, determines that such residential property or premises does not comply with the minimum standards set forth in Chapter 1301 and 1303 for issuance of an occupancy permit or zoning permit, the Zoning Inspector or his authorized Agent shall notify the owner at his last known address that said residential rental property or premises is found to be in violation of the minimum standards set forth in this chapter and said violation shall be corrected within thirty (30) days.
   (c)   Responsibilities of Owner.  No owner of any residential rental property or premises located in the Village of Lowellville shall rent or lease said residential rental property or premises unless the owner obtains an Occupancy Permit from the Zoning Inspector prior to the rental of said residential rental property or premises.  Said Occupancy Permit shall be issued by the Zoning Inspector after said residential rental property or premises has been inspected by the Zoning Inspector or his Authorized Agent and is found to be in compliance with the minimum standards set forth in Chapter 1301 and 1303.
      (1)   An application for an Occupancy Permit required by this chapter shall be made to the Zoning Inspector on forms supplied by him.  Upon the receipt of said application the Zoning Inspector shall cause a general inspection within seventy-two hours of the residential rental property or premises.
      (2)   Upon the completion of an inspection where said residential rental property was found in compliance with this chapter the Zoning Inspector shall issue an Occupancy Permit for same which shall contain the following information:
         A.   The street address or other identifying characteristics of the premises.
         B.   The name and address of the owner.
         C.   The signature of owner or his/her/its/their agent.
         D.   The name of renter(s) or lessee and place of employment.
      (3)   Such Occupancy Permit shall be valid until a change or alteration of the residential rental property shall alter the authorized occupancy, or until there is a change in tenancy of said property.
      (4)   An application for an Occupancy Permit shall be accompanied by a non- refundable fee of twenty dollars ($20.00) for each residential dwelling and forty dollars ($40.00) for each multiple dwelling unit.
      (5)   Re-Inspection fees are fifteen dollars ($15.00) excluding electrical which will be incurred by the owner.
