All of the members of the Volunteer Fire Department shall be appointed by the Mayor, with the approval of the majority of the members elected or appointed to Council. Participation and membership on the Volunteer Fire Department by individuals who are not residents of the Village of Lowellville shall be limited as follows:
(a) At all times, residents of the Village of Lowellville shall comprise at least sixty-five percent (65%) of the members of the Volunteer Fire Department.
(b) All members of the Volunteer Fire Department who are nonresidents of the Village of Lowellville shall reside a distance of no more than ten miles from the Village limits.
