147.05  AUXILIARY POLICE UNIT.
   (a)   An Auxiliary Police Unit within the Village Police Department is hereby established pursuant to Ohio R.C. 737.161.
   (b)   The Auxiliary Police Unit is hereby organized as follows:
      (1)   The Mayor shall be the executive head of the Auxiliary Police Unit, shall make all appointments and removals of Auxiliary Police Officers, subject to any general regulations prescribed by Council by ordinance.  He shall prescribe rules and regulations for the organization, training, administration, control and conduct of the Auxiliary Police Unit.
      (2)   The Police Chief shall have exclusive control of the stationing and transferring of all Auxiliary Police Officers under such general rules and regulations as the Mayor prescribes.
   (c)   The position of part-time/reserve Police Officer within the Auxiliary Police Unit of the Police Department is hereby created.  The duties of the part-time reserve Police Officer are identical with the powers, duties and authorities that have been granted to regular full-time and part-time Police Officers.
      (1)   Each part-time/reserve Police Officer must have completed the Ohio Peace Officer Basic Training Program, and must be a member in good standing within the Lowellville Auxiliary Police Unit.
      (2)   Part-time/reserve Police Officers shall be required to work mandatory reserve police hours on a volunteer basis as set from time to time by the Police Chief.  Part-time/reserve Police Officers are eligible to be scheduled for paid part-time duty at hours set by the Police Chief.
      (3)   Individuals appointed to the position of part-time/reserve Police Officer shall not be considered appointed for purposes of completing their probationary period with the Lowellville Police Department as defined in Ohio R.C. 737.17, and no such individual shall be eligible for final appointment to the Lowellville Police Department as defined in Ohio R.C. 737.17.
   (d)   Part-time/reserve Police Officers shall be eligible for fringe benefits of any type, including health insurance, dental insurance, life insurance, sick or vacation leave and clothing allowance, nor shall any such individual be eligible for membership in the Police Disability and Pension Fund under Ohio R.C. Ch.  742.
