Any charges against the Tax Commissioner during his term of office, shall be filed through the Mayor, who having reasonable cause to believe that such charges may be true, shall submit such charges and complaints to Council. A majority of the elected members of Council shall decide whether the Tax Commissioner should be removed upon the evidence submitted for its consideration and the decision and judgment of Council shall be final and there shall be no appeal therefrom.
