(a) All officers and heads of departments in the Village shall attend the meetings of Council when specifically requested by Council, and answer such questions as may be asked by any member of Council relative to the affairs of the Village under their respective management and control.
(b) If such officer or department head when so requested to attend a Council meeting does not attend, he shall submit to Council in writing his reason therefor.
