(a) No person shall park or store or permit to be parked or stored for any period of more than fifteen days after notice an unlicensed motor vehicle or any part thereof or any motor vehicle or any part thereof displaying only expired license plates or expired validation stickers upon any lot or land other than that of a junk dealer or licensed automobile dealer, unless such is in a completely enclosed building or garage. The Police Department is authorized to serve notice on the registered owners of the motor vehicle or property owners or persons in possession of an such lot or land upon which an unlicensed motor vehicle or any part thereof is parked or stored outside, pursuant to subsection (d) of this ordinance. Such a period of fifteen days shall commence to run the next day following the service of notice.
(b) Any person who is the owner or in charge or possession of any lot or land on which an unlicensed motor vehicle or any part thereof is parked or stored outside, and who fails to remove the same as required after notice of aforesaid, is guilty of a minor misdemeanor. Each fifteen day period after notice is provided as foresaid shall constitute a separate and distinct violation of this chapter; in addition to the penalties contained herein the Police Department may cause to have removed and impounded at the expense of the owners of the motor vehicle or property owners or persons in possession of any such lot or land upon which an unlicensed motor vehicle or any part thereof is parked or stored outside.
(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
(d) Notice pursuant to this section shall be given and considered completed by placing a conspicuously colored sticker with letters of no less than 14 point type on any window or windshield of the motor vehicle in question or if no window or windshield is to be found then on any side, top, front, or rear surface of the motor vehicle bearing the date that the sticker was placed and the following information: "You are in danger of violating Village of Lowellville Ohio Codified Ordinance No. 303.12.1 To wit: No person shall park or store or permit to be parked or stored for any period of more than fifteen days after notice an unlicensed motor vehicle or any part thereof or any motor vehicle or any part thereof displaying only expired license plates or expired validation stickers upon any lot or land other than that of a junk dealer or licensed automobile dealer, unless such is in a completely enclosed building or garage. You may avoid citation by appropriately licensing this motor vehicle or displaying appropriate plates or stickers for this motor vehicle within fifteen days from the date appearing hereon. If you fail to do so you may be subject to citation, fines, and/or jail time and in addition to these penalties this vehicle will be subject to removal and impoundment at your expense."
