1349.07 BASEMENTS.

   No basement shall be used for living purposes unless:

   (a)   The floors and walls are substantially watertight.

   (b)   The total window area, total openable area and ceiling height are in accordance with Sections 1347.02 , 1347.06 , 1349.04 and 1351.04 of this Code.

   (c)   The required minimum window area of every habitable room is entirely above natural grade of the ground adjoining such window area, not including stairwells or accessways.
