Every dwelling unit shall have adequate rubbish and garbage storage containers in which to place the garbage and rubbish produced therein. The containers shall consist of watertight cans, not more than twenty gallons in capacity, equipped with adequate handles. In lieu of a garbage container, a dwelling may be equipped with an approved incinerator provided it is properly vented into the chimney of the building and is capable of reducing such garbage without an objectionable odor; or garbage disposal unit connected with an integral part of the sewage system of the building and capable of reducing all garbage deposited therein to particles no greater than one-half inch in any dimension.
