Before the Mayor shall issue such license as herein required, it must be shown that the automobile trailer, trailers, tents or stands shall not be used as a permanent place of abode or as a permanent dwelling for indefinite periods of time and provided further that such trailer can be properly connected with the Village water supply and sanitary sewer system and constructed and located in compliance with all requirements of the building, plumbing, sanitary, health, zoning and electrical ordinances of the Village.
