(a) It shall be unlawful for any person to park, maintain or permit a trailer upon the Village streets or upon any property therein without having first secured a license therefor from the Mayor.
(b) Emergency or temporary stopping or parking is permitted.
(c) The fee and license provisions provided by this chapter will not apply to an automobile trailer parked on the private residence of the person owning such automobile trailer so long as it is not used for a dwelling while on their property for any period of time.
