Any owner of property, desiring an amendment to this chapter, changing the shape or area of any district herein created, shall proceed by filing with the Village Council his petition for such change. Upon receipt of any such petition the Clerk of the Village Council shall immediately transmit the same to the Village Planning Commission with the request for a report to the Council by the Commission upon the proposed change, and for a statement by the Commission as to whether it approves or disapproves of the proposed change and its recommendations.
