In implementing these regulations the Community Engineer or other Community officials may consult with the local county SWCD, state and federal agencies and other technical experts as necessary. Any costs associated with such consultations may be assessed to the applicant or his or her designated representative.
(a) The issuance of two building permits is an option that is recommended in order to ensure compliance with having the required BMPs installed with the minimal use of inspectors and enforcement time. This option applies to single-family residential construction and other similar types of construction. By using this two building permit approach the community can use positive reinforcement by issuing the second building permit AFTER the required BMPS have been installed instead of using negative enforcement such as stop work orders, fines and jail time
(b) Two versions of a Temporary Seeding table are found in the Minimum Standards section of this model ordinance. The one that is selected will be determined by which option the community selects in this section.
