The Council acting as the Board shall, by ordinance, establish the monthly rate for the Stormwater Management Fee. The monthly rate shall be calculated to insure adequate revenues to fund the costs of stormwater management and to provide for the operation, maintenance, and capital improvements of the stormwater system in the City.
