For any lot, parcel of land, building or premises having or proposing to have any connection with the system or otherwise proposing to discharge industrial wastes either directly or indirectly into the system, written permit for the use of the making of such connection or for such discharge, shall be required from the Village Administrator. Such written permit shall be granted after a determination is made that no injurious acids, alkalies, toxic substances, oils and greases or dissolved gases are contained in the wastes which will injure the system, its appurtenants or parts, or will hinder the treatment and purification of sewage.
