For the purpose stipulated herein it is hereby determined and declared to be necessary to fix and collect service charges or rates from every person whose lot, parcel of land, building or premises is served by a connection to the System, or otherwise discharges sanitary sewage, industrial wastes, water, or other liquids, either directly or indirectly into the System. Such charges or rates shall be payable and collectable as hereinafter provided, and in an amount determined as follows:
(a) With respect to any such premises situated within the corporate limits of the Village of Lowellville, the following rates:

(b) Classification. With respect to any premises situated outside the corporate limits of the Village which premises now or hereafter are served by a connection with the sewer system pursuant to authorization of Council, the following monthly rates:

(c) Penalty. In addition to the sewage rates listed herein, a penalty in the amount of ten percent (10%) shall be assessed against all accounts in arrears fifteen or more days from the day said account is due and payable. The penalty provided herein shall be in addition to any other right or enforcement remedy available to the Village.
(d) The Stormwater Management Fee as stated in Codified Ordinance 929.06 is contemplated in the above rates and shall be $2.00 per every $20 dollars collect as a sewer fee. (Ord. 3844. Passed 10-14-15.)
(e) Two dollars $2.00 of each monthly sewer fee collected pursuant to this section is designated as the storm water management fund fee as contemplated in Chapter 929 of Codified Ordinances. (Ord. 3862. Passed 2-10-16.)
