The owner or agent of any lot or parcel of land fronting on any street or public ground within the Village shall trim or cause to be trimmed the branches from trees in front of or on such lot or land near which street lights are or may be placed so as not to obstruct the light upon the streets and sidewalks and shall trim all branches overhanging the streets or sidewalks so as to have a clean height of eight feet above the surface of the sidewalk and roadway.
