Any tree growing within the limits of any public street, sidewalk or other public or private place which obstructs or impedes travel or which stops, restricts or retards the flow of sewerage and water or which heaves up and destroys sidewalks, curbing or pavement in any public street, is hereby declared a nuisance. The Village Administrator may order the removal of any tree for any of the reasons stated herein.
