(a) No person owning property abutting on any public street in the Village shall plant and maintain any poplar or willow trees on their private property, when the roots of such poplar or willow trees find their way into and clog the Village sewer lines, impairing the efficiency of such sewer lines, or damage the sewer system.
(b) Such poplar or willow tree is declared to be a public nuisance, and may be abated as provided for by law.
