At or about the same time as the giving of the notices provided in Section 905.10, the Clerk of Council shall send to the Village Administrator a copy of the resolution of necessity, including a copy of the notice sent to the property owners, to enable the Village Administrator to compel the making of sewer and water connections as provided in Ohio R.C. 729.06.
