Where a public utility corporation is authorized by a special agreement with the Village to do its own restoration work in connection with the opening of streets for maintenance and construction work, the required deposit shall be sufficient to cover inspection costs. If, however, in any case the restoration is to be made by the Village, the deposit shall be increased accordingly. Any such public utility corporation shall be permitted to maintain with the Clerk-Treasurer a general deposit account to be replenished from time to time, against which permits may be issued. No permit shall be issued when the net unencumbered balance is less than the amount necessary to cover the estimated Village costs for inspection and restoration.
