All independent contractors and owners of various easements when performing any work on public highways, streets, avenues, alleys, sidewalks, public grounds, bridges, aqueducts, and viaducts within the Village shall maintain adequate warning lights and guards to inform the residents and users of any danger, hazard and excavation.
