Before the Mayor shall issue a permit permitting a carnival or street fair to operate in the Village, it shall be the duty of an applicant to make application two weeks prior to the date intended to conduct such operation. The Mayor shall submit the application to and obtain the approval of Council before a permit is issued to conduct such carnival or street fair.
The word "street fair" includes "circus".
