No person shall maintain a junk yard or junk shop in the corporate limits of the Village unless such business is carried on entirely inside a building, or unless the premises on which such business is carried on is enclosed by a fence at least five and  one-half feet in height, except where such junk yard or junk shop abuts upon a railroad right-of-way having spur tracks serving the portion of such road.  Under such circumstances no fence is required on that portion of the property so used abutting upon the right-of-way of the railroad.  Such fence shall be maintained in a neat, safe condition and shall be painted.  Gates for access to the premises shall swing inwardly and such gates shall be closed when the premises are not open for business.
