Council hereby authorizes the Mayor and Village Administrator to issue licenses to garbage and rubbish collectors who wish to pick up the garbage and rubbish in the Village of Lowellville, Ohio and charge the entire amount for their services to the corporations, partnership or persons being serviced by such garbage collector.
