This chapter is intended by Village Council as a strict liability offense as a necessary control of a nuisance that threatens the health, safety and welfare of the general public and the safety and pleasantness of streets, sidewalks and yards in all areas of the Village and lack of knowledge or intent is not a defense to a violation hereof.
