549.10  BLASTING PERMIT REQUIRED.
   (a)   No person shall do any blasting operations by use of powder, dynamite or explosives within the Village without first obtaining a permit from the Mayor and paying a fee of ten dollars ($10.00).  The applicant for such permit shall file a bond as deemed adequate by the Mayor, which shall become available in the payment of any damage arising from the negligence of the contractor or his agents or employees.
   (b)   "Explosives", as used herein means and includes any chemical compound or mechanical mixture, that is commonly used, or intended for the purpose of producing an explosion, that contains any oxidizing and combustible units, or other ingredients, in such proportions, quantities or packing that an ignition by fire, by friction, or concussion, by percussion or by detonator of any part of the compound or mixture may cause such a sudden generation of highly heated gasses that the resultant gaseous pressures are capable of producing destructive effects on contiguous objects or of destroying life or limb.
   (c)   Whoever violates this section is guilty of a minor misdemeanor.
