§ 100.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALCOHOLIC BEVERAGE. A beverage defined in IC 7.1-1-3-25.
   BOARD. The Lowell Town Council.
   CONTROLLED SUBSTANCE. A substance defined in IC 35-48-1-9.
   DEPARTMENT. The Lowell Department of Parks and Recreation.
   DIRECTOR. The person who is hired or appointed by the Board to coordinate park and recreational programs, act for the Board, enforce park rules and regulations, and maintain good order within the Department.
   MOTOR BOAT. Any type of watercraft that has for its primary source of power an internal combustion engine or electric motor, whether inboard or outboard.
   PARK. All developments, improvements, facilities and/or all land minerals, water, overhead air rights, easements, and other reservations owned, leased, controlled or used by the Department.
   PERMIT. Includes any authorization issued by the Park Director at the direction of the Board for a specified park privilege, activity or event, or permitting the performance of a specified act or acts in any park.
   RULES AND REGULATIONS. Includes any rules and regulations adopted by the Board.
   PERSON. Individual, company, partnership, corporation or association, or any combination of individuals, or any employee, agent or officers thereof.
   VEHICLE. Any device, conveyance or combination of conveyances, wheeled or without wheels (but excepting motor boats), propelled, towed or unpropelled, that in, around or with which a person or thing is or may be carried, and shall include, without limitation, bicycles, skateboards, scooters, mini-bikes, motorcycles, automobiles and snowmobiles.
   WATERCRAFT. All flotation devices intended to carry a human passenger upon the water, including but not limited to, boats of any type, rafts, canoes, motorboats and inflatable floating devices.
