§ 90.12 JUNK VEHICLES PROHIBITED; LIABILITY OF OWNER.

   (A)   It is unlawful for any person to operate, maintain, or possess a junk vehicle, as defined herein, on any public or private property.

   (B)   There shall be a prima facie presumption that the owner of a junk vehicle is responsible for the operation, maintenance, or possession of the junk vehicle and thereby liable for any penalty imposed under this chapter.
