(A) A $20 administrative towing fee is hereby established and assessed against the owner of each vehicle towed by order of the Police Department to defray part of the administrative costs incurred for providing towing related services.
(B) The towing fee established under this section shall be collected by the Police Department prior to the issuance of any vehicle release pursuant to the procedures established by the Police Chief and approved by the Clerk-Treasurer.
(C) All administrative towing fees collected under this section shall be deposited by the Clerk-Treasurer into the local Police Education Fund for appropriation and expenditure pursuant to law.
