§ 71.05 SPEED LIMIT.
   (A)   Whenever local authorities in their respective jurisdictions determines that the maximum speed permitted under this chapter is greater or less than reasonable and safe under the conditions found to exist on a highway or part of a highway, the local authority may determine and declare a reasonable and safe maximum limit thereon.

   (B)   No person shall drive a vehicle upon any public highway in the town at a speed greater than is reasonable and proper having regard for the traffic and the use of the way or so as to endanger the life or limb or injure the property of any person.
