The rules, regulations, and water rates provided in this chapter shall be considered a part of the contract with every person, firm, company, or corporation who is supplied with water by means of the water utility system of the town, and every person, firm, company, or corporation, by taking water by said means, shall be considered to express his, her, their, or its consent to be bound thereby.
