(A) The Town of Lowell Building Renovation Grant Program is hereby established to provide financial assistance to existing and new businesses for building renovations in the development area.
(B) The Lowell Redevelopment Commission shall have the authority to administer the Lowell Building Renovation Grant Program and establish all guidelines necessary for the administration, including application forms, rules, reimbursement requirements, the amount of reimbursement and the development area.
