The members appointed to the Planning Board by the Board of County Commissioners as representatives of the extraterritorial area outside the city shall have equal rights, privileges and duties with the other members of the Planning Board, both in preparation of original regulations and in consideration of any proposed amendments to such regulations. For taking action on any matter before the Planning Board, there shall be present a quorum of five members.
