The official emblem or crest of the city shall be circular in form, containing in the center thereof four soldiers raising an American flag, and a raised hand holding a lighted torch. The hand and torch shall be positioned above the soldiers and to the right of the flag. Above this large center design there shall be in semicircular form the following letters: “PATRIOTIC CITY;” and below this center design there shall be in semicircular form the following letters and punctuation: “LOWELL, N.C.” This design is adopted as the official emblem or crest of the city. The use of this city emblem on any city property or articles is permissive and discretionary but not directory.
