§ 31.03  SELECTION AND DUTIES OF THE MAYOR PRO TEMPORE.
   At the first meeting after its election, the City Council shall select one of its number to act as Mayor Pro Tempore. The Mayor Pro Tempore shall have no fixed term of office, but shall perform all the duties of the Mayor in the Mayor’s absence or disability.
