§ 36.54  COLLECTION OF DELINQUENT ACCOUNTS.
   (A)   Collecting delinquent payments. The city will collect delinquent water and sewer debts through the following:
      (1)   North Carolina Local Government Debt Setoff Clearinghouse. This program allows municipalities the ability to attach to debtors North Carolina refund check for any feasible fine or charge issued by the municipality.
