§ 1.3 POWERS.

The City shall have and may exercise all the powers, duties, rights, privileges and immunities conferred upon the City of Lowell specifically by this Charter or upon municipal corporations by general law. The term “general law” is employed herein as defined in G.S. 160A-1.
