§ 30.05  SCHEDULED PUBLIC COMMENTS.
   Any individual or group who wishes to address the Council shall make a written request to be on the agenda to the City Clerk or City Manager. The request must state, in reasonable specificity, the purpose for addressing the Council. In adopting the agenda the Council shall determine whether it will hear the individual or group. Individuals or groups addressing the Council under scheduled public comments or unscheduled public comments shall be provided five minutes in which to speak unless the Council votes to extend the five-minute period for a specific individual or group. Comments from an individual or group addressing the Council shall not request or solicit an immediate response by the Council nor contain any personal attack or breach of decorum.
