The City Council shall annually adopt a schedule of regular meetings for the calendar year. Regular meetings shall be held on the second Tuesday of each month except that if a regular meeting day is a legal holiday, the meeting shall be held the next business day. Nothing in this section shall prohibit the City Council from altering meeting dates as needed due to particular circumstances, or to cancel a regularly scheduled meeting.
