Pursuant to G.S. § 160A-439, it is the purpose of this chapter to establish minimum standards for the maintenance, sanitation and safety of all nonresidential buildings and structures within the corporate limits of the city. This chapter does not replace or modify requirements or standards otherwise established for the construction, repair, alteration or use of buildings, equipment or facilities, except as provided in this chapter.
