The provisions of this chapter with respect to the original issuance of license shall not apply to those engaged in the businesses, trades, professions, occupations or callings enumerated above who have been regularly licensed by the city or who have been so engaged in the city for a period of three years or more prior to the adoption of this chapter; provided, however that the provisions of this chapter shall apply to all such businesses, trades, professions, occupations or callings from and after the date of adoption of this chapter and all said businesses, trades, professions, occupations or callings shall be properly licensed as provided herein.
