(A) All persons desiring a permit to make an opening in any street or sidewalk, as set forth in § 92.15, shall make written application therefor, which application shall show the location of the proposed opening, the purpose therefor and the approximate number of square yards of surface to be cut.
(B) (1) A minimum administrative fee of $25 shall be charged for a permit to open any street or sidewalk.
(2) The City Manager shall have the authority to charge a higher fee based on the estimated cost to the city in issuing the permit.
