SCHEDULE XIII.  GOLF CARTS AND UTILITY VEHICLES USE PROHIBITED.
   The operation of golf carts and utility vehicles are strictly prohibited on the following streets and roads, or portions thereof, at all times:
   (A)   East Franklin Boulevard (all);
   (B)   Wilkinson Boulevard (all); and
   (C)   Interstate 85 (all).
