Every railroad company operating traction engines to propel and convey such engines and cars used in conjunction therewith on permanent rails over a readily discernable roadbed shall construct, or cause to be constructed, at its own expense crossings, bridges or viaducts of such structure and type as will best promote the public safety in the use of public streets, sidewalks and ways.
