(A) The purpose and intent of this chapter is to maintain rail crossings, bridges and viaducts in reasonably safe condition for travel and to that end shall be liberally construed.
(B) The City Council determines that bridges, dangerous pits, embankments, dangerous walls and like perilous places and things very near and adjoining the streets, sidewalks and other public ways shall be repaired, altered and improved so as to protect, and provide for, the safety of the citizens of the city.
