If any person is denied a house lateral permit by the approving authority, then this denial must be stated by registered mail. The property owner may appeal therefrom to the City Council by filing written notice thereof within ten days from the date of the decision and the City Council shall hear the appeal within 30 days from the filing of the notice of appeal and shall fix the time for such hearing and give at least three days’ notice thereof to the person appealing. At such hearing on appeal, the City Council shall either affirm, modify or set aside such order or decision of the approving authority. An appeal from an order or decision of the approving authority shall not stay or cause to be stayed any order issued by the approving authority until that order has been either modified or set aside by the City Council.
