The procedure for inspections shall be as follows.
(A) The first inspection shall be preliminary in nature. The property owner or his or her representative shall contact the approving authority who will locate the street lateral or provide a new street lateral as agreed upon by the two parties. Construction procedures and requirements shall be set forth at this inspection.
(B) The second inspection shall be the examination of the installed house lateral before any part of the house lateral is backfilled. At this inspection, the approving authority shall issue a permit to the property owner stating that the house lateral is acceptable for use in the sewer system.
