The house lateral shall have a minimum of two feet of cover when passing under or near drives, porches or areas which are accessible to vehicles. The minimum grade on the invert of the pipe shall be one-eighth inch per foot or 1%. Whenever the house lateral is constructed by a person other than the property owner, the person shall be a licensed plumber or utility contractor.
