§ 53.01  DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word “shall” is always mandatory and not merely directory.
   APPROVING AUTHORITY. The City Manager or his or her duly authorized deputy, agent or representative.
   DISPOSAL PLANT. All the facilities for collecting, pumping, treating and disposing of sewage.
   DOMESTIC WASTE. That liquid waste from bathrooms, toilet rooms, kitchens and home laundries.
   HOUSE LATERAL. The sewer line from any structure to the sewer main in the street.
   PUBLIC SEWER. A sewer in which all owners of abutting corners shall have equal rights and is controlled by public authority.
   SANITARY SEWER. A conduit intended to receive domestic sewage and industrial waste, except that of the type expressly prohibited without the admixture of surface water and storm water intentionally added.
   SEWAGE. A combination of the water-carried wastes from residences, institutions, commercial and industrial establishments.
   SEWER. A pipe or conduit for carrying sewage.
   SEWER SYSTEM. Includes any one or all of the following: sewer mains, sewer outfall lines, sewer pumps and stations, sewage disposal plants and facilities.
   STORM SEWER or STORM DRAIN. A conduit which carries storm and surface waters, but excludes sewage or industrial waste.
