(A) On all undeveloped lots adjacent to the city’s municipal water and sewer lines that wish to establish a serviceable structure thereon, a water and sewer availability fee as set forth by the City Council shall be required.
(B) On those lots with existing serviceable structures that are not served by the city’s water and/or sewer system but have been charged the monthly accessibility fee, no availability fee is required.
